The five-year discipline development plan of the National Natural Science Foundation of China (NSFC) is a strategic layout for research areas, which is very important to the development of a discipline. During 2019 and 2021, the research team of the 14th Five Year Plan of the Discipline of Management Science and Engineering developed a set of methods including formulate the discipline plan by interpreting national needs deeply, analyzing scientific data in detailed, collecting thoughts from scholars widely, and relying on professional opinions heavily, and carried out substantial multi-dimensional and multi-chain work. Then, the team constructed a top-layer of the Plan which takes method bottleneck, scientific and technological transformation, global governance, and China"s scenarios as the major driving forces of the discipline development, and further formed a set of detailed and highly practicable 14th Five Year Plan for discipline development, which is highly consistent with the NSFC"s basic fund modes of integrating points and areas. Until now, nearly half of the Plan has been implemented. This paper presents and summarizes the ideas, logical framework, important conclusions and the implementation of the Plan, aiming to improve the understanding of scholars on the discipline plan work and the significance of the discipline plan, to encourage more scholars to participate in this work, and to promote the development of the discipline together.
