Based on briefly reviewing the domestic and abroad research achievements of the evolution law of industrial structure, the paper put forward that it was necessary for further exploring the interior evolution mechanism of industrial structure to jump out the error region of “discussing the structure for the structure” based on the study of evolution law of the industrial structure. Evolution equation for industrial system was established relying on Haken model of the self organization theory. Through a positive analysis to Zhengzhou City．it wa quantitatively demonstrated that the labor productivity reflecting innovation and technical progress is the ordering variable of describing industrial system evolution． And an order for the sensitivity of 4 paratlleters in the equantion was given. According to Zhengzhou City reality-9 schemes were designed．Based on the stimulating operation and the analysis of each scheme condition for executing,some effective policy suggestions were given．
