In view of the theories of organizational learning , this paper explains a new allied formation of“learning alliances”. Based on comparing the differences between the alliances of virtual enterprises and traditional enterpris2 es , this paper argues that virtual enterprises are organizations of learning alliances. Then we constructs the model in virtual enterprise learning processes and analyses systematically the factors in every phase. In addition , the paper cites an example to explain the rationality of the viewpoint
